Funnily enough, both are set in the same universe. Ikebukuro is a real district in Tokyo and the show's settings are real places in Tokyo. Since it was on the tip of your tongue, I'll tell you the name of headless riders is a Dullahan. Perhaps you saw it in Konosuba or somewhere else?
